The purpose of the portal is to be tool for respondents to manage their surveys and details online when it's most convenient for them. It is being designed and built using human centered design practices. Designing for multi-modal surveys is important, so respondents might start doing their survey online but can transition to phone, or in-person interview (and vice versa) if necessary. Allowing for these adaptive collection methods reduces user burden.
